right now at 5:00 a.m., the countdown to the college football playoff national championship. here's a live look from santa clara where the weather impacted fanney vents over the weekend. a live look at the college football super fans still living on the billboard. will the weather have an impact on that game today. we'll ask mike that question in a second. can i tell you, man, this is not the california weather that these folks probably had in mind, and it's cold. they really put the tents to good use this weekend. >> looked like the clemson fan was up, mike. >> uh-oh. >> oh, no. maybe he had a rough night. i bet he had a rough day yesterday and the day before with the rain coming downside ways. hopefully they were waterproof enough to keep them comfortable as they could be. here's a look where the potential rain is now. you get an arc like this, a lot

of times it's the radar looking into the clouds and the moisture is not quite coming out and falling to the ground. there could be sprinkles and patches of light rain across the north bay this morning. that's about it as far as the morning goes. we'll have a little bit of fog in other places and we're running in the mid-40s to 50 degrees. look how mild it's going to be, even with the lack of sunshine. 56 to 57 at noon. 57 to 59, maybe a sliver of sunshine at 4:00 and mainly cloudy at 7:00. still, in the mid to upper 50s. this warm weather will lead to more rain. let's get alexis in here. >> overall, we're drying out this morning. not bad on 680 through-wall nut creek. but many more vehicles out there today than any day that we had last week. here we go. southbound 680 is filling in. a lot of folks hitting the brakes north of 24. no incidents along that route. certainly, a little more company than you did if you were one of

shine. the wet weather forced the cancellation of a concert. ellie goulding and one republic were supposed to perform. i'm so sorry everyone with a broken heart emoji. >> they had to cancel it. i was like, disappointed, you know. >> reporter: imagine dragons and lil wayne rehearsal was canceled yesterday due to my winds and inclement weather. the two are teaming up for the college football playoff halftime performance tonight. that will be exciting. tickets for tonight's game are historically cheap. i checked ticketmaster and found tickets for $167 each. matt keller, abc 7 news. >> still a chance to go out there. clemson and alabama will face off at levi stadium tonight. you can watch the national championship on our sister network, espn and again, kickoff at 5:00. new this morning, vallejo

police investigating a shooting. this happened yesterday morning. police were called to a building on nebraska near napa street. a man was trespassing. police tried to detain the suspect. they say the suspect pulled out a knife, refused to drop the weapon and went after the officers. that's when one officer opened fire. that man was taken to the hospital. police say his injuries are not serious. the officer who shot him is an administrative leave. in the east bay, the president of the berkeley school board remains in the hospital this morning along with her wife after the couple was hit by a car. 53-year-old judy appel and allison bernstein were hit as they crossed martin luther king, jr. way. this happened on saturday. the couple lives nearby. both women were critically injured. the 81-year-old driver is cooperating with police. mayor libby schaaf and other officials will be sworn in at city hall today.

schaaf takes the oath of office for a second term. it's free and open to the public. space is limited. the inaugural gala will be held later this week. nancy pelosi is thanking supporters. >> crowds gathered to hear her speak yesterday in san francisco. she thanked local leaders for their efforts and told stories about officials who she's worked with for decades. her message was simple. america needs to become a place of love again and not hate. >> faith and the goodness of others gives people hope. america is a country whose heart is full in love but we have to make sure that people identify it that way. we have a challenge right now. >> of course, we should note she thanked those who are not elected officials but used their time, money and effort to make change. there will be no shuttle surface, visitor surface, parking or restrooms. a spokesperson for the golden

gate national recreation area says some staff will be there to be sure facilities are protected. at 5:30, a live report with the latest on our government shutdown. more on that wild weekend weather. flooding forced a movie theater on broadway and fairfax to cancel showings of aqua man. take a look at this photo from yesterday afternoon. moviegoers say aside from the damaged area, the theater appeared to be fine. some homeowners are cleaning up this morning after the weekend downpo downpour. >> here's a video of a home 1:30 yesterday. yikes. culvert -- homeowner was checking on the culvert and stepped away for two minutes and the fence came down. >> i noticed the -- it knocked into the little creek there and it started flooding the front yard flooded. it was a couple of feet of water right there and we had to open the gate.

>> he told us the water did get into his garage. but his home actually stayed dry, which seems miraculous. speaking of water, a waterspout off santa cruz. the national weather service tweeted this video of the funnel forming yesterday. a waterspout is basically a tornado that forms over water instead of land. the weather service says there was a strong cell moving at the time. if you see something happening where you live, we would love to see your pictures or post them on social media. use the #abc 7 now. a lot of people will be taking pictures later this week, mike. >> there's definitely more chances of rain on the way. thunderstorms are possible again tomorrow and wednesday. until then, the north bay has the best chance of seeing light showers not only this morning but again during the afternoon hours. temperatures here, 39 at santa temperatures here, 39 at santa rosa, clear lake and yu

you can see vallejo at 47. lafayette, fairfield, san carlos, redwood city, daly city, 50 in san jose. alameda and san francisco at 51. here's a look at san francisco from the exploratorium camera at pier 15. if you're out and about today, stray showers exercising. there's early puddles and yard work. it's too soggy. put it off a couple of days. here's 60 at 2:00. back down to 55 at 8:00 with a little sunshine late this afternoon. same thing around the peninsula. 50 this morning. 56 at noon. a break in the cloud cover once in a while in the afternoon hours and back down to 56 by 8:00. then the south bay, it's going to be dry. 49 this morning. 54 at 10:00. noon we're at 57. let's jump ahead to around 4:00. a little tailgating possible. 59. and 57 degrees during most of the game. let's get it over to alexis. i'll be back in a second to talk more about the chances of rain tomorrow.

i've got good news on a couple of earlier issues. one eastbound 580 as you come off the richmond-san rafael bridge before marina bay. several vehicles hit a large piece of debris. that's cleared from the boards. sounds like everyone involved did leave the scene there. it's not a blocking situation any longer. same thing here. southbound 85 off ramp to blossom hill. we had a crash but that's cleared from the board as well. no residual delays there. that traffic coming towards us, filling in. no delays from 280-680 to highway 85. should take about 11 minutes. damaged in the napa earthquake, it's finally reopening for business today. it caused numerous cracks chunk fell off near the roof line. part of the reason it's taken more than four years to fix this is because the building is on the national register of historic places.

it opened in 1879. the repairs cost about $23 million. did you know some of b.a.r.t.s original train cars are still in operation. >> something that's older than me. this week the b.a.r.t. board will look at what will happen to the cars when they retire next year. here are options under consideration. they may be sold to another transit system operator for use, they could be scrapped and recycled, buried in the ocean for use as an artificial reef or -- this is interesting -- reused as housing or shelter. more than 400 cars are slated for retirement in 2020. there is something newcombing to some school campuses in marin county. also ahead, kevin spacey set to appear before a judge this morning. what's expected to happen in court. critics may have ripped it apart. apart. the team had the last

she's accused of hitting and killing a nail salon owner. surveillance video captured her get away. gio benitez has more in first look. >> in this gma first look, we're getting a new look at the woman police say is responsible for a deadly hit and run caught on tape outside of a las vegas nail salon. crystal whipple killed the woman while trying to flee the salon's parking lot without paying for a $35 manicure. the 21-year-old allegedly telling staff she was going to get cash from her car. but instead, authorities say she fled. this disturbing surveillance video shows nguyen running in front of the rental car. the car accelerates driving into nguyen. herlio e before the off. we'll hear exclusively from the suspect's family as they plea for her to come out of hiding coming up at 7:00 a.m.

with your gma first look, i'm gio benitez, abc news, new york. actor kevin spacey will appear in court today. he faces charges of indecent assault and battery involving an 18-year-old busboy in massachusetts. spacey is accused of groping the son of a former boston news anchor at a nantucket bar in 2016. he plans to enter a not guilty plea. this is the first criminal case brought against spacey after several sexual misconduct allegations came to light in 2017. if convicted, he could face as many as five years in prison. he'll be in court at 8:00 this morning our time former vice president joe biden will announce whether he will run for president in 2020. >> on friday, he told cnn he would make up his mind soon. he has ran twice in the past. biden is currently leading in several polls among democratic contenders. a stunning upset at the golden globes this year. many thought bradley cooper's a

sector right here. that's what's going to roll over us tonight. that's why we'll be foggy tonight. maybe a little misty at times. when the low starts to come in, it's going to bring us pretty impressive chances of rain. here we are at 9:30 this morning. best chance across the north bay. into the evening hours, best chance across the north bay. overnight, a few scattered light showers there with all the moisture coming in. 6:30 tomorrow morning, we're seeing, yep, some of that dampness out there. i'm really watching this. this storm looks really impressive at 5:30 when it's offshore and it's got red in it. it falls apart a little bit. it's borderline a 2. then it drops down to a 1 because it becomes scattered. we'll have a chance of rain. early in the morning wednesday and wednesday afternoon into thursday will be fine. then we'll have moderate showers friday and again sunday with saturday morning and afternoon. the driest if you have plans this weekend. all right. let's take a look at the commute. here's alexis.

we've had a handful of issues. nothing majorooloinking at a mu bay bridge toll plaza than we've seen the last couple of weeks with -- i don't have official word that the metering lights are on. carpool lanes are open though. you're cruising through without issues. a bit of a delay near niles canyon road. it does sound like the shoulder is blocked. there were reports of big barrel, like a sand barrel in the middle of the roadway. sounds like a vehicle did hit that. unfortunately, that vehicle is totalled. we've got a tow truck on the way to the scene. folks down to take a look at that. overall, drive times are looking okay. southbound 680, highway 4 to walnut creek, six minutes. westbound 24 to highway 13 and westbound 580, trace toy dublin. you're in the yellow. not terrible. but it is filling in. that's at 47 minutes. thanks, alexis. new in the north bay, a new electric car charging stations

to school campus this is marin county. the marin ij, the san rafael city schools district is installing charging stations at nine locations, including three high schools, a middle school and five elementary schools. it's the first school district in marin to do so. a series of grants and rebates will help to fund the new charging stations. ford is trying to capture the attention of law enforcement with the new hybrid suv. >> the police utility will be rye leased later this year. they can save hundreds of gallons of gas a year. assuming the average price of gas is $2.50 per gallon, that adds up to $3,000 in savings per vehicle. disneyland is raising prices as they get ready to open a star wars themed expansion. the increase he is went into effect this weekend. the least he can pensive will be

northbound 101 to highway 85. wide open at 12 minutes. alexis, thank you. a bit of a break from the rain today means cleanup for a lot of us. the storms left its mark. >> amy hollyfield is live in south san francisco. amy, good morning. >> reporter: hi. good morning. check out this tree behind me. it could not handle this storm. it came crashing down yesterday here in south san francisco. this is south san francisco drive and green park terrace. it did not land on a nearby house, so that was the good news. no one was hurt. look at what the storm did in san francisco. the water in the bay was so choppy, crashing up along the embarcadero. forcing it to close between howard and mission. that was both saturday and sunday. pier 14 was also closed. the department of emergency management was asking people to avoid the area. >> never seen a tide so high in the bay. kind of scary.

whoa. especially the -- there's like wood floating at the end of the pier over there. >> reporter: here is another tree that came down in south san francisco. this one nearly missing a resta. this tree that we're standing in front of, it was blocking the entire street. it took them a while to chop away to branches to get one lane open so cars could get through here. it's a huge tree. they were able to move the entire thing. that will be today's project. reporting live in south san francisco. amy hollyfield, abc 7 news. amy, thank you. chp expects more accidents and flooded roads as more rain moves into the bay area later this week. >> take a look at this car that endied up in a creek. an off-duty emt helped to rescue the person behind the wheel. the driver suffered a head injury. another car overturned on scenic avenue in san anselmo.

here in san francisco, flooding was a problem along the embarcadero. officials issued an advisory warning people to avoid the cor second day in a row. this is what it looked like as you sethat pouring on to the embarcadero. the department of emergency management listed the advisory early in the afternoon. you can always track the weather where you live on our abc 7 news app. enable push alerts to get the latest weather advisories to your phone. now to the government shutdown. weekend meetings made little progress in more than 800,000 government workers continue to go without a paycheck. >> president trump could declare a national emergency and get the military to build his wall. serena marshall is live in washington with more. >> reggie, jessica, good morning. the impasse between republicans and democrats seems to have grown.

the white house is now moving the goalposts, including measures that aren't for the wall but additional border security another meeting at the white house and another day without a deal. the government shutdown in its third week. come friday, 800,000 employees are on the verge of missing their first paycheck. the president's message to them? >> i can relate and i'm sure that the people on the receiving end will make adjustments. >> federal employees don't see it. >> they're not really sympathetic to what's going on. >> across the country, the impact are also being felt. long lines at newso tsa officer sick because they're not getting paid. the president considered declaring a national emergency and use the military to build his wall. >> i think the president would be wide open to a court challenge saying, where is the emergency? >> democrats accuse the president of changing his demands asking for $5.7 billion not for a wall but a steel barrier. steel is already what is used for the border fence.

they're also asking for a roughly $7 billion, about 4.2 billion of that for additional detention beds and want more i.c.e. officers and border patrol agents and the government is trying to mitigate the fallout from the shutdown according to the "washington post," the department of housing and urban development sent letters to 1500 landlords warning them and trying to stop the possible eviction of tenants living in housing facilities as sponsored by h.u.d. has has run out of funds because the contract was not renewed as the shutdown continues. live in washington, serena marshall, abc 7 news. >> thank you. happening today, gavin newsom will be sworn in as governor of california. it happens on the steps of the capitol. one of newsom's first moves when he takes office would be a proposal to give families six months of paid leave after the birth of a child. right now, california offers six

we're loving the weekend snow? the sierra. it has side effects another hour and 15 minutes. avalanche warning. you can see this entire area of red from truckee down the pass close to yosemite. they have snow this morning. but taper to snow showers. 48 in yosemite. you can see heading south, we have a few showers possible from monterey to santa barbara. mainly cloudy, low to mid-60s in so cal. showers from the north bay to eureka and towards chico. we have about five days of the next seven with a chance of rain. the storms aren't going to be as

potent in the north bay. just snow showers this morning. then wednesday, we have light apartments of snow. i should say in the sierra in tahoe. friday and saturday snow showers and best chance of light to moderate snow is sunday. in the east bay, the dog walkers -- faces arraignment today. the dog walker's attorney is accusing her of triggering the encounter. cindy stainer was jogging along the trail in the oakland hills last week when two dogs attacked her she said. she used pepper spray on the dogs to protect herself. the attorney for the woman walking the dogs says stainer overreacted. >> my client tried to grab the pepper spray from her hand. it was at that point that ms. strainer grabbed my client by the hair. when she had my client's hair, my client bit to get her to release her. all she had done in this case was defend first her dogs

against an unprovoked attack. the suspect, 19-year-old oakland resident alma cad wal der had no prior criminal record. also in the east bay, city leaders in orinda will discuss an increase in sales tax to pay for roads. it raises about a million bucks a year. it will expire in march of 2022. the city council will discuss whether it should continue, allowed to expire or increase it more than half a cent. if the tax goes up, the money would pay for road improvements and repairs. the council meets tomorrow. the golden globes did something last night that a lot of awards shows don't offer. that is have actual surprises. >> sandra oh co-hosted the show with andy samberg. oh won a second golden globe. she won for killing eve. now for the upsets. bohemian rhapsody won best drama and rami malek won best actor.

down alexis to pick your cameras. we're going to look at sfo and talk about san rafael that had more than 5 inches of rain. sfo could have delays, not because of the rain but because of the low clouds hanging around. mostly cloudy today. our best chance of random showers is across the north bay. mild tonight, a little bit of dense fog. maybe a stray shower in the north bay. better chances of rain five of the next seven days. a look at the highs. 60s. fremont, palo alto southward to upper 50s for the rest of us. you can see the green up near lakeport and the green near cloverdale tonight. maybe santa rosa again. in the low to mid-50s. comma shape. impressive looking storm, isn't it? we're on the front side of it, the warm sector. even with the cloud cover, we're going to be warm and humid. not only today but also tonight. once the energy catches up with that moisture, we've got a chance of light daytime showers

1 between the western end of mol beau and oxnard. several vehicles got stuck in the mud. officials are more concerned about mud lieds and areas burned by the woolsly fire as the week goes on. a temporary stop -- because of an equipment break. the ocean cleanup project has been using a device to clean up the great pacific garbage patch. heavy rains and wind recently damaged the device. it's now being towed to hawaii so engineers can assess the damage. on the peninsula, san mateo county libraries are getting rid of late fees. starting today, library card holders will not be penalized for returning items late. but the county will charge replacement fees for any lost items. the county says it wants everyone in the community to have easy access to books, dvds and other materials. alexis. >> that sounds great. taking a look at the roads, not so great here. you have a lot of company if

good monday morning. january 7th. the first monday of 2019. >> most of you won't have to leave with a rain jacket this morning. there are scattered showers that are happening. mike, we're not done with the weather just yet this week. >> no, not at all. we have a lull today and wednesday. the other days, chances of rain. some of them are looking pretty healthy with up to a half inch of rain. we'll get to that in a minute. i haven't seen ground -- there may be scattered light showers. it's mainly dry and humid this morning and mild. mid-40s to 50 degrees at 7:00. patchy fog will form. look at the temperatures at noon and into the afternoon. now it's mid and upper 50s each with a lack of sunshine because of the mild air mass. even at 7:00 this evening, mostly cloudy and still where the highs are normally, mid to upper 50s. we'll talk about that rain next. how about what the rain did to the roads, alexis.
